Cheese-Broccoli Cauliflower Casserole

2 (10 oz.) pkgs. frozen broccoli
2 (10 oz.) frozen cauliflower
2 T. butter or margarine
2 T. flour
1/2 tsp. salt
1/2 tsp. pepper
1 cup diced cheese
1 can Cheddar cheese soup-10 3/4 oz.s
1/2 tsp. butter flavoring

Thaw vegetables. Melt butter over low heat, blend in flour. Cook over low heat until smooth. Stir in milk, boil 1 minute. Add seasonings, soup and cheese. Pour over vegetables to cover,. May add more milk. Bake at 350 for 60 minutes
