4 C. water
1/2 C. oil
1 Tbsp. soya sauce
Green onion

Mix all ingredients together except green onion, put in baking dish. Bake in oven covered for 1 1/2 hours at 350. Sprinkle chopped green onions over rice & serve with chilli con carne.
